PAME, PASEVE, PASY, MAS, OGE los llaman a sumarse a un frente de lucha, fuerte y popular por el derecho de todos a servicio sanitarios modernos, publicos y gratuitos
Trabajadores, profesionales independientes, trabajadores por cuenta propia, campesinos pequeρos y medianos, mujeres y jσvenes de las familias populares, desempleados, jubilados, inmigrantes,
PAME (Frente Militante de Trabajadores de Grecia), PASEVE (Coaliciσn Antimonopolista de Artesanos, Comerciantes y Trabajadores por cuenta propia, de Toda Grecia), PASY (Asociación Combativa de todos los campesinos de Grecia), MAS (Frente Militante Estudiantil), y OGE (Federación de Mujeres de Grecia), los llaman a sumarse a un frente de lucha, fuerte y popular, por el derecho de todos a servicios sanitarios modernos, públicos y gratuitos.
Con las medidas recientes, que acaba de anunciar el gobierno, en primer lugar está cerrando 3000 camas y 330 clínicas en los hospitales públicos. Es más, se les cedió el derecho de explotación de 500 camas a Agencias de Seguridad privada. Todo esto constituye a un agravamiento rápido de las condiciones de los servicios sanitarios, para los estratos populares. No dejan ningún margen de opción, ni para esperar ni para tener ilusiones.
No hay que perder ni un minuto. Nuestra salud está en peligro. Tomemos ya el asunto en nuestras manos, aprovechemos la fuerza de la lucha organizada y de la alianza social para frenar la política criminal del gobierno y sus aliados, a costa de la salud del pueblo.
No permitamos que los servicios sanitarios, la asistencia hospitalaria y los servicios de asistencia social se conviertan en una mercancía cada vez más cara, inaccesible para la familia popular.
El gobierno, la UE y el capital, con las condiciones lamentables de trabajo y vida que imponen a los trabajadores y sus familias, les provocan daños inmediatos y a largo plazo a su salud.
Esto es consecuencia de la prolongación del tiempo laboral, de las relaciones de trabajo flexibles, de la falta de medidas de seguridad y salud laboral, del desempleo, de los recortes de salarios y pensiones, a fin de garantizar trabajadores baratos para el mayor beneficio de los grandes empresarios.
Al mismo tiempo están reduciendo las prestaciones públicas de salud y asistencia social al mínimo y convierten a esta necesidad popular en un campo de actividad empresarial y de rentabilidad en el sector público y privado.
Dicen que la salud cuesta caro, que el Estado no aguanta este gasto.
La verdad es que el Estado no aguanta y lo considera sólo un despilfarro a todo lo que concierne hasta la mínima protección y cuidado de salud (de lo que ha quedado), porque impide la competitividad de los monopolios.

Dicen que el Estado no tiene dinero para la Salud Pública, pero financió con 850 billones de euros a los grupos empresariales que operan en el campo de salud, durante los últimos 5 años.

Dicen que con las fusiones y el cierre de hospitales, de unidades de salud de IKA (Institución de Seguro Social) y otras instituciones de asistencia social, disminuirán los gastos de funcionamiento y aprovecharán de mejor manera de la infraestructura existente.
Son peligrosos. Están planeando a que este sistema público actual, que es de todos modos ineficiente, se reduzca todavía más. La planificación del gobierno es cerrar otras 10000 camas de hospitales públicos y entregar un porcentaje adicional de camas de hospital a Agencias de Seguridad Privadas.
No les importa si las listas de espera, para ingresar al hospital, crezcan. No habrá camas de hospital para casos de emergencia, para terapia intensiva, cirugías, etc. No les importa si los pacientes crónicos, la gente mayor y los inválidos no pueden ni siquiera hoy en día ingresar en una institución o centro de rehabilitación. Convierten a más pacientes e inválidos en clientela de los grupos empresariales en el campo de salud y rehabilitación.
Las unidades de sanidad que quedarán en el sector público, operarán como empresas, cuyos gastos en parte estarán cubiertos por las cajas de seguridad y el resto por los pacientes. Según la rentabilidad de dichas unidades, seguirán su funcionamiento o cerrarán en el futuro. Por eso promueven la retención de parte de la pensión que reciben los pacientes crónicos y los enfermos mentales, como participación en el pago de las unidades públicas, en las cuales están internados.
Los 5 euros que cobran para consulta médica en los hospitales públicos, en los centros de salud y recientemente en los hospitales de IKA, que se han incorporado al sistema público de Salud, constituyen un anticipio de lo que va a seguir.
Los nuevos recortes en los gastos estatales para la salud pública, de un 1 billón 300 millones en el año 2011 y unos 350 millones adicionales cada año hasta el 2015, que anunció el gobierno en nombre de “la contención” y del control del “despilfarro”, tendrán consecuencias trágicas sobre los estratos populares pobres. Dichas medidas afectarán en especial a los desempleados, los sin seguro y a las mujeres, que tienen mayores necesidades de servicios de salud. La familia popular seguirá pagando más caro, tanto en dinero efectivo, como a través del incremento de las cotizaciones, o tendrá que recortar medicinas, exámenes clínicos, terapias, ayuda técnica para personas con discapacidad, dado que no estarán cubiertos por las cajas de seguro y no tendrá dinero para pagar los.

Dicen que el funcionamiento de todo el día de los hospitales públicos y la creación del Organismo Nacional de Prestación de Servicios de Salud (EOPY), es a favor del pueblo.
Están estafando a la gente: El funcionamiento de todo el día de los hospitales públicos (consultas vespertinas) en su mayor parte está pagado por los pacientes. EOPY proveerá sólo algunos pocos servicios, unitarios para todos los asegurados. Ampliará los recortes en medicinas, exámenes clínicos y terapias. Aumentará el pago para los pacientes.

Dicen que el gasto farmacéutico es muy alto y las cajas de seguridad no aguantan pagarlo.
Esconden sin embargo, que el coste de las medicinas está fijado por las industrias farmacéuticas, que siguen teniendo alta rentabilidad. El Estado reduce su participación en el gasto farmacéutico y aumenta la participación de los asegurados. Los asegurados deben reembolsar el 100% del gasto en miles de medicinas de gran circulación, que se eliminan del listado y no están rembolsados de las cajas de seguridad. Hasta anulan la participación nula o reducida, concedida hasta el momento a los enfermos de cáncer y los pacientes crónicos.
Trabajadores, trabajadores por cuenta propia, campesinos pobres, mujeres y jóvenes de las familias populares, no consientan, rechazad esta política que está hipotecando nuestra salud, a fin de superar la crisis hoy y tener desarrollo maρana, con nuestros derechos aplastados y con una plutocracia todavνa mαs poderosa.

Es necesario que todos juntos, las fuerzas de clase dentro del movimiento obrero con PAME, las agrupaciones radicales de profesionales independientes y autσnomos con PASEVE, los campesinos con PASY, los estudiantes con MAS y las mujeres de los estratos populares con OGE, luchemos para derrocar la polνtica de comercializaciσn y privatizaciσn de la salud.
Cada agrupaciσn, cada entidad por separado y todos juntos en la alianza social, luchamos para la conquista de un objetivo maduro y realνstico: Que el sistema de Salud – Asistencia social y Medicina de urgencia sea exclusivamente pϊblico, gratuito y universal, moderno, con dotaciσn de personal integral y equipamiento moderno, garantizando la igualdad de acceso a la asistencia sanitaria. Que cese toda acciσn empresarial. Financiaciσn del presupuesto nacional y anulaciσn de toda contribuciσn adicional en el sector de salud por parte de todos los asegurados.

The government is going to eliminate 3,000 beds and 330 clinics in public hospitals through the recent measures it has already announced. They leave no room for waiting and illusions.
We must not lose even one second. We must act now. Our health is at risk. We must now take the case into our hands; we must utilize the power of the organized struggle and of the social alliance to stop the criminal policy of the government and its allies at the expense of the health of the people.
We must not allow our medical and hospital care or welfare to become expensive goods that are constantly becoming even more expensive, unreachable for the popular family.
The government, E.U. and the capital, through the poor conditions of work and life that they impose on workers and their families, they cause short-term and long-term damage to their health.

They are dangerous. They plan to shrink even more the current insufficient public system. The plan of the government is the closure of 10,000 public beds and the additional commitment of a percentage of beds to the private insurance companies.
They do not care about the waiting lists for admission to hospitals, which will be increased. There will be no beds for emergencies, for ICU, surgeries etc. They do not care whether people who suffer long-time diseases, old and disabled people can not be admitted in an institution or a rehabilitation centre. They force even more patients and disabled people to become clients in private business groups of health and rehabilitation.
Health units, that will remain public, will operate like businesses and a small portion of the expenses will be paid by the social security funds and the rest by the patients. Depending on the profits these units will have, either they will continue to operate or they will close after some time. That is why the government promotes the deduction of a part of the pension, the long-time patients and the people with mental illnesses take, as a contribution to the payment of public units where they are nursed.
The cost of 5€ for a visit to the doctors in public hospitals, Health Centers and recently in the hospitals of IKA (Social Security Institution), which entered the public sector, are a foretaste of what will to come.
The new cuts in the state expenditures on public health by 1 billion 300 million euros in 2011 and additional 350 million euros every year until 2015 announced by the government in the name of “tidying” and of the control of the “waste”, will have tragic consequences for the poor popular strata. It will especially attack the unemployed people, the uninsured people and women who have increased needs for health services. The EOPPY will only provide the minimum services, unified for all the insured people. It will extend the cuts in medicines, health tests and treatments. It will increase the payments by the patients.
Ø They say that the pharmaceutical expenses are high and the social security funds can not afford to pay for them.
But they hide that the cost of medicines is defined by the pharmaceutical companies, which continue to have high profitability. The state reduces its participation in the pharmaceutical expenses and increases the participation of the insured people. The insured people are forced to pay 100% of the cost in thousands of medicines widely available that are out from the list and are no longer compensated by the social security funds. They even abolish for the cancer patients and all the long-time patients the zero or the small participation they used to have for their medicines.

Las medidas que estα trasladando el gobierno para su votaciσn En el Sector Público 1) Recorte de las remuneraciones, con la aplicación de la nueva nómina 2) Congelar el asenso salarial cada dos años (escalafón) en las remuneraciones de los trabajadores 3) Aumento de la jornada laboral de 37,5 a 40 horas semanales 4) Despidos de los trabajadores contratados, con el objetivo de reducirlos a un 50% por este año, y reducción de 1% por cada año siguiente, hasta el año 2015 5) Introducción del trabajo a tiempo parcial, y por tanto remuneración “parcial” 6) Consolidación del permiso sabático 7) Aplicación de la regla “1 contratación por cada 10 retiradas” para el año 2011 y “1 por 5” hasta el año 2015. Asalto fiscal, a costa de los estratos populares 1) Imposición de un tributo anual extraordinario hasta el año 2015, para todos aquellos cuyos ingresos superan los 8000 euros al año, es decir los que ganan más de 571 euros al mes. El coeficiente de este tributo no se ha anunciado todavía, sin embargo se espera de ser entre 1% hasta 4%, para los ingresos más altos. Superándose a sí mismo, el gobierno denominó a este impuesto adicional como “tributo de solidaridad”. 2) Consolidación del “tributo de solidaridad” en los salarios de los funcionarios, con el pretexto de la lucha contra el desempleo. Un tributo relativo se impone a los autónomos, también. 3) Subida del “tributo de solidaridad” en los salarios del sector privado, que hoy es de un 3% y se reparte entre empleados y empleadores. 4) Suspensión de la diferencia entre petróleo para calefacción y petróleo combustible, con la equiparación de su precio. La aplicación de dicha medida, dice el Ministro de Hacienda, está todavía por examinar. 5) Reducción de los descuentos fiscales, que son válidos para todos los contribuyentes y que favorecen especialmente a los asalariados y a los jubilados. El gobierno está planeando suspender los descuentos fiscales provenientes de los gastos médicos, los préstamos de vivienda, los gastos de academias etc. Dichos descuentos pueda que sigan ser válidos para ciertas categorías de contribuyentes, según su ingreso y su patrimonio personal. 6) Subida de los indicadores del nivel económico para la declaración de la renta. Esta es una de las proezas de la “oposición interna” de PASOK. Por tanto, alguien, que puede haber heredado una casita y tenga un “cacharro” para ir a su trabajo, es muy probable que tenga que pagar impuestos el próximo año, que no estén basados en su ingreso, si no porque “tuvo la suerte” de poseer estos bienes. 7) Aumento del IVA en el sector del Servicio Alimenticio (restaurantes, bodegas, tabernas, etc.) del 13% al 23%. La medida entrará en vigor desde el 1er de Septiembre. Consecuentemente, se espera que una salida a una bodeguita del barrio se convierta en sueño intocable, dado que sólo el aumento del IVA significa un encarecimiento automático de las cuentas alrededor de un 9%. 8) Restauración, prácticamente, de la Tasa de Propiedad Inmobiliaria, sobre la cual PASOK había acusado de mil y una cosas al gobierno de Nea Dimokratía, cuando este último impuso la tasa. El gobierno actual, reduce el límite no declarable para los Impuestos de Gran Propiedad Inmobiliaria, el cual hoy es de 400.000 euros, mientras se prepara para imponer impuestos a todos los que poseen inmuebles de 100.000 euros. Esto significa que la mayoría tendrá que pagar este impuesto también.
9) El Ministerio de Hacienda se prepara para convertir en “negocio” los ingresos de la legalización de las casas construidas sin permiso, aunque no se ha anunciado algo respectivo al tema todavía. 10) Subida de los impuestos de circulación (viñeta) 11) Para distraer el descontento que produce todo lo aludido, y que está afectando hasta la médula a las familias populares, está previsto un tributo extraordinario para los que poseen autos de motores grandes, inmuebles de gran valor, yates y piscinas. Nuevo asalto a las pensiones: 1) Recorte dramático hasta suspensión total de las pensiones asistenciales. Es indudable que el recorte afectará a todo tipo de pensiones asistenciales, mientras el porcentaje de la deducción dependerá de la situación económica de cada Caja de Seguridad Social en particular, la cual concede dicho complemento. El gobierno procura a que dichas Cajas sean sistemáticamente sub-financiadas 2) Imposición de tributo especial de 8% a los pensionistas bajo la edad de 60 años, para ingresos que superan los 1700 euros. Están eximidos los pensionistas por derecho propio, es decir los militares, Cuerpos de Seguridad, etc. 3) Incremento del tributo de solidaridad en las pensiones que superan los 1700 euros 4) Deducción de las pensiones de la Caja Pensión Marina, dado que se ha aprobado deducción de su gasto pensionista de un 6% 5) Establecer criterios todavía más rígidos en cuanto a los beneficiarios de pensiones por invalidez, con el objetivo de reducir el número total de beneficiarios. 6) Deducción del gasto para las pensiones de la Caja de Pensiones Agrícola Recorte como por ensalmo de los subsidios sociales: 1)Recorte de los subsidios y las prestaciones del Servicio Público de Empleo, de la Casa del trabajador, del Servicio Público de Vivienda, asimismo como recortes del Subsidio de Solidaridad Social Pensionista y su vinculación con criterios que tengan que ver con la situación económica y el patrimonio personal de los beneficiarios 2) Recorte del finiquito de los funcionarios, quienes de todas maneras lo reciben con un retraso de casi 3 años, y por tanto con su poder adquisitivo disminuido. Según datos periodísticos, el plan de medidas prevé recorte inmediato de 10% de todos los finiquitos entregados a partir de ahora y una deducción adicional de 10% para los años 2012 y 2013. Comercialización del sistema público de salud. El gobierno restringe todavía más la posibilidad de los cotizantes de las Cajas de Enfermedad, a poder utilizar las medicinas adecuadas para enfrentar los problemas de salud. Al mismo tiempo, es obvio que el fin expreso del gobierno es la mayor implicación de las cajas privadas en el sector de Salud y de asistencia hospitalaria. El “Plan” prevé: 1) Aumento de los ingresos de los hospitales, que provendrá obviamente de cargas adicionales a las Cajas de Seguridad de los trabajadores, pero también de acuerdos especiales con las cajas privadas. 2) Cobro obligatorio a todos los inmigrantes, para los servicios prestados 3) Mayor restricción de los servicios sanitarios a los no asegurados 4) Ampliación del listado de medicinas sin receta, y que por consecuente las Cajas no van a cubrir

LOS PESOS ADICIONALES A LA FAMILIA POPULAR- LABORAL POR LAS MEDIDAS DEL PROGRAMA DE MEDIO PLAZO Y LAS OTRAS MEDIDAS ANTIPOPULARES
El gobierno intenta aplicar un nuevo paquete de medidas antipopulares duras y antilaborales para atacar aún más los ingresos populares y laborales en favor de la plutocracia. Son opciones de carácter estratégico previstas desde hace décadas que se aplican totalmente en el actual momento con el pretexto del descarrilamiento financiero (deuda externa – déficit fiscal) en el ámbito de la crisis económica capitalista. Con esta nota intentamos presentar epigramáticamente en base a las declaraciones del gobierno lo que costará por lo general el nuevo paquete de las medidas para la familia popular- laboral, los pensionistas etc.
RELACIONES LABORALES
1. Los jovenes de 18 a 25 años serán contratados con un salario 20% más bajo que los Contratos Colectivos Nacionales esto significa 592 euros brutos, con contratos determinados de 2 años. Esta medida se aplicará también en los casos cubiertos por los convenios sectoriales que superen los contratos colectivos nacionales.
Los cambios deben considerar en combinación con la reducción general en los salarios a través los contratos individuales y empresariales formalmente e informal. Se planifica también la abolición de la contribución a la OAED (), (OAEE- Organismo de Seguro Social para los trabajadores por cuenta propia), OEK (Organización de Viviendas Laborales), con objetivo la exclusión de los jóvenes de los subsidios del desempleo y otros beneficios sociales.
2. Se extiende el periodo de 6 a 12 meses que el empleador puede aumentar el horario laboral de 8 horas a 10 y 12 horas, cosa que elimina las horas extra de trabajo, intensifica el trabajo, desajusta la planificación familiar e individual, causando daño irremediable a la salud orgánica y psicológica y aumenta las posibilidades de accidentes. Abre el camino para la abolición definitiva del 8 horas.
3. Se extiende el secuestro de contratos colectivos de duración determinada de 2 a 3 años , lo que significa la abolición de la indemnización, y el fortalecimiento de los empleadores para aterrorizar y amenazar.
4. Se deroga por la ley cualquier obstáculo que podría ser colocado por los sindicatos en la aplicación de la regulación del tiempo laboral a través de los acuerdos individuales entre los empresarios y los trabajadores.
IMPUESTOS
1. Impuestos indirectos: Se plantea la modificación de los productos que actualmente se gravan con un 13% a 23%. Esto llevará a un aumento de los precios en los productos de amplio consumo y en una gama de servicios (alimentos, electricidad, agua, billetes de transporte público, taxis, gas, etc.). Esto significa que los trabajadores, las capas populares van a meter más profundamente la mano en el bolsillo.
Algunos ejemplos: Una familia de cuatro personas gasta sólo por los productos que satisfagan las necesidades básicas en los supermercados, en los mercados populares etc. casi 300 – 400 euros al mes, tal vez más. De esta cuenta se excluyen los productos que ya están en el 23% por ejemplo los detergentes, necesidades urgentes, productos de higiene individual etc.
Por lo tanto estamos hablando de un aumento en el coste del presupuesto familiar de 400 – 600 eyros y más al año, es decir de +40 euros a +50 euros al mes, una cantidad importante para una familia.
En relación con el resto. Si suponemos que por la electicidad una familia popular paga 400 a 1.000 euros por año, y a veces más cuando existen necesidades especiales (enfermos crónicos, niños, viejos, etc.), entonces hablamos de un cargo extra de 60 – 120 euros por año. En estos costos no se incluyen los impuestos municipales, y el IVA para ERT (Radio y Televisión Griega). Los medio de transporte público, si suponemos que dos miembros de la familia los usan con regularidad, se calcula un recargo en los 15 – 20 euros al mes, 250 – 300 euros al año. También debemos calcural que la mayoría de las familias populares utilizan obligatoriamente el taxi, así la cuenta aumenta más, debido la subida del IVA. En todos estos debe ser incluidos otros gastos como el mantenimiento y reparación de viviendas, etc. cosas que golpean aún más el presupuesto familiar.
Más ejemplos:
* Aumento a los impuestos de circulación en un 20%:
Incluso si suponemos que sólo hay un coche por familia, habrá un cargo de 30 – 80 euros al año. En muchas familias existen también motos que no se excluyen de los aumentos en los impuestos de circulación.
* Impuesto específico en las bebidas no alcohólicas :
La imposición de dicho impuesto se calcula que aumentará en diez céntimos una lata de refresco por ejemplo refresco y jugo. Si tenemos en cuenta los 5 – 6 meses calientes en nuestro país entonces los aumentos en los gastos anuales para una familia solamente para los refrigerios puede alcanzar a los 150 – 200 euros.
Ecuación del impuesto de combustible para calefacción a gasoil.
Hasta el 31 de Mayo, el precio medio del combustible para calefacción era 0,7904€/litro. Respectivamente el precio medio del diesel fue 1,4055€/Litro. Vamos a ver cuál será la carga que se sufren los hogares.
Supongamos que una casa necesita para la calefacción 1000 litros :
Ejemplo calculador:
El coste para el período de invierno (01-10-10/31-05-11) era: 794€
El coste para el nuevo período de invierno (01-10-11/31-05-12) será: 1405€
Diferencia de 600euros y más. La cantidad se aumenta cuando en una casa existen enfermos crónicos, niños, viejos etc, y también cunado existen olas de frío que aparecen en invierno o primavera.
En este punto vale la pena señalar que este aumento equivale cualquier diferencia en los costes de la familia popular en Grecia, ya que en algunas zonas (frontera) los impuestos son disminuidos para algunos servicios, ellas se aumentarán con la aplicación de esta medida. Estas regiones, debido a las condiciones climáticas utilizan más de 1.000 litros por año y lo pagan más caro.
2. Impuestos directos: La reducción del límite de impuestos libres de 12.000 euros a 8.000, quizás a 6.000 significa el aumento del impuesto de 400-600 euros por año, mientras que para ellos que trabajan por cuenta propia el aumento del impuesto puede exceder los 1000 euros debido la posible eliminación del límite del impustos libres. Todavía aumentos más grandes traerá la eliminación activa de las exenciones de impuestos que plantea el gobierno .
CARESTÍA
En todo lo anterior se deben incluir los aumentos que existirán debido a la carga de impuestos.
Se valora que los aumentos de este carácter será de 300-600 € por año por cada familia popular.
Conclusión: La estimación dramatica que existe de los calculos más otpimistas es que se eliminara de todas las casas populares alrededor de 2.000 euros por ano a partir de la aplicacion de estas medidas de los ingresos directamente.
SEGURO –SALARIOS – PENSIONES – SERVICIOS SOCIALES
El saqueo continua: en el seguro, en los salarios, las pensiones y en los servicios socials.
El gobierno excepto a los anteriores está a punto de reducir la pensiones básicas mediante la imposición de nuevo impuesto (LAFKA), que según el anuncio se iniciara de 1.400 euros.
Se eliminan las pensiones complementarias con un Nuevo impuesto . Se iniciará la aplicacion por las pensiones de los 300 euros (complementarias) y se incrementará gradualmente. Según de algunos acuerdos las reducciones seran de 10% a 50%.
Se plantea la reducción de la indimnización de los empleados publicos por lo menos 10%.
Reducción en 2011, de 300 millones de euros en las prestaciones de desempleo del Servicio Público de Empleo. Tenemos que tener en cuenta que el nivel de gasto es ahora alrededor de 1,8 millones de euros.
Se reducen aun más los salarios en el sector público y privado porque se aumentan las contribuciones del seguro laboral de 1% a 3% para el Servicio Público de Empleo. Con objetivo de cubrir los subsidios por las empresas sobre la seguridad los subsidios del seguro de los trabajadores (mano de obra barata con el trabajo de la poblacion) con el pretexto de combatir el desempleo.
Derrocamiento tendremos en las asistencias medicinas- farmacéuticas según los recortes anunciados, lo cual llevará a los asegurados a pagar de su bolsillo sus examenes, su hospitalización en los hospitales publicos. La exclusión de cientos de medicamentos de la lista de la prescripción afecta la clase obrera que se forzará a pagar el precio de medicina en su totalidad. Los nuevos aumentos de contribuciones en el (OGA – el Fondo de los campesinos), (OAEE- Organismo de Seguro Social para los trabajadores por cuenta propia), ETAA (Fondo de los cientificos) empeoraran aun más la situacion de los pequenos y medios campesinos, los empleados y los cientificos independientes.
Cargos adicionales serán necesarios debido a los recortes en OEK (Organizacion de Viviendas Laborales), OEE, miles de familias populares y jubilados cubrieron algunas necesidades por los beneficios de estos organismos como son (la organización de turismo social * Prestación social para los trabajadores de bajo ingreso a fin de tomar vacaciones en verano, libros, teatros, subsidio de alquiler etc). Cuando estos cargos se apliquen, algunas necesidades serán pagadas directamente y algunas en parte.
Subrayamos que tenemos que tener en cuenta que en cada casa popular, el ultimo ano, algún miembro de la familia o incluso todos los miembros, si tienen puestos de trabajo, han sufrido recortes si trabajan en el sector público y privado (en el sector privado el numero oficial es 7%). La situación es peor porque en la mayoria los recortes no se declaran en el SEPE (Institucion de Inspiccion Laboral)
Se estima que hasta el fin de 2011 los recortes salariales informales se incrementaran .
En todo esto tenemos que añadir que un gran parte de trabajadores de trabajo complete se ha convertido en trabajo parcial etc.
Resumen:
En total podemos decir que puede superar el ataque en los ingresos familiares – populares a los 3.000 euros por año, por la mayoría de la familia popular.
Este análisis nos puede ayudar a explicar con elementos que el caracter de la explotación del sistema capitalista no está sólo en la explotación en los lugares de trabajo pero se extiende en toda la actividad de la familia popular – laboral que contribuye en la reproducción de la fuerza laboral.

Measures put forward by the Government
1. Impose public sector salary cuts as proposed by the new civil service salary scale.
2. Freeze increments received every two years according to points on the salary scale.
3. Increase the working week from 37.5 hours to 40 hours.
4. Release contract employees from work, with the aim of cutting the number of contract employees by 50% this year and by 1% every year until 2015.
5. Introduce part-time work contracts, thus reducing the compensation payable to public sector workers.
6. Establish long-term leave without allowances.
7. Apply the rule of “one appointment for every ten leaving the job” in the public service sector.
All-round intensification of the tax attack on the popular strata:
1. Impose an emergency annual contribution for all those whose incomes are above 8.000 euro per year, i.e. over 571 euro per month, until 2015.
2. Impose a “solidarity contribution” on the salaries of civil servants under the pretext of fighting unemployment. Impose a similar “solidarity contribution” on the self-employed.
3. Increase the “solidarity contribution” on the salaries of the private sector. This “solidarity contribution” is 3% at present, and is shared between employees and employers.
4. Discontinue the subsidy on heating fuel. Bring the price of heating fuel into line with the price of transport fuel. The Minister of Finance states that the implementation of this measure is under study.
5. Cut all tax reductions in force for taxpayers. These reductions have benefited especially salaried people and pensioners. 6. Require receipts as proof for living expenses. This is an achievement of the internal opposition within PASOK. It means that a person who has inherited a house and a “broken-down” vehicle will probably have to pay tax as from next year, not on the basis of his income, but on the basis that is the registered owner of these assets.
7. Increase VAT within the range of 13% to 23%. This measure will be put in force as from September 1st. This will make it impossible to enjoy a day out or go to a modest tavern, because the increase in VAT alone will raise the cost by about 9%.
8. Bring back the tax on immovable property (TAP) which provoked so much “suffering” for PASOK when it was imposed by ND. The government is reducing the tax on the tax-free part?? of the value of property of 400.000 euro that is still in force at present under the tax on Large Immovable Property, while it is considering taxing all those who have immovable property valued at 100.000 euro. What this means is that most people will now be required to pay this tax.
9. The Ministry of Finance is preparing to deal with income from illegal structures and small huts, though it has not yet made an announcement.
10. Raise road tolls.
11. In addition, as a final effort to squeeze the last drop out of the families of the people, an emergency contribution is envisaged for those who own vehicles with powerful engines, those who own immovable property of high value, marine vessels and swimming pools!
Severe cuts in pensions
A new attack on pensions:
1. Reduce drastically or even abolish supplementary pensions. It is certain that this reduction will be enforced on all supplementary pensions. The amount of the reduction will depend on the financial state of the Insurance Offices that make the payments. The government has made sure to undercut financial support for these Offices.
2. Impose a special contribution of 8% on pensions of over 1.700 euro paid to pension holders under the age of 60. Exempt only those eligible for earlier retirement, e.g. military men, policemen, etc.
3. Increase the solidarity contribution (LAFKA) on all pensions above 1.700 euro.
4. Reduce the pensions of seamens. Reduce the pension fund by 6%.
5. Slash the numbers of persons eligible for invalid pensions. Aim to reduce the number of people eligible for invalid pensions.
6 Reduce the expenditure on basic OGA pensions.
Cuts in social subsidies:
1. Cut the subsidies and benefits in Manpower Employment Organization (OAED), Worker’s Housing Organization (OEK).Link the criteria with the financial and property state of those eligible.
2 Reduce the final lump sum of retiring civil servants, who in any case receive it with a delay of almost three years, which reduces its purchasing value. According to media information, this plan envisages a direct cut of 10% in this lump sum now, and there will be a further reduction of about 10% in 2012 and 2013.
Further commercialization of the health system
The government is further restricting opportunities for the insured to use prescribed medicines to solve their health problems. At the same time, it is more than obvious that the government is trying to pursue a policy of enlarging the involvement of private insurance companies in the Health sector and in nursing. The “Plan” envisages:
1. Increase the income of hospitals, most probably by putting even more new pressure on the Public Insurance Offices of the working people, and at the same time making special agreements with private insurance companies.
2.Impose obligatory charges on all foreigners for services offered.
3 Impose further and broader restrictions on medical services for the uninsured.
4. Extend the list of medicines which do not require prescriptions, i.e. these are medicines that are not covered by the Public Insurance Offices.
THE ADDITIONAL BURDENS FOR THE WORKING – POPULAR FAMILY BY THE MEASURES OF THE MEDIUM-TERM PROGRAM AND THE OTHER ANTIPOPULAR MEASURES
THE ADDITIONAL BURDENS FOR THE WORKING – POPULAR FAMILY BY THE MEASURES OF THE MEDIUM-TERM PROGRAM AND THE OTHER ANTIPOPULAR MEASURES
The government tries to promote a new package of brutal antilabor – antipopular measures to further bleed the working – popular income for the benefit of the plutocracy. These are choices of strategic character, which are pre-designed for many years now, are fully applied in this phase with the alibi of the financial aberration (external debt – financial deficit) in the context of the capitalist crisis. Through this note, we want to present briefly this new package of measures will cost to a working – popular family, to pensioners etc. according to the announcements of the government.
WORKING RELATIONS
1. Young people aged 18 to 25 will be hired with a salary 20% lower than the one of the National General Collective Labor Agreement (NGCLA) this means a gross salary of 592 euros per month, with individual agreements of settled period of time of 2 years. This measure will be applied even for these people who are recently hired and are covered by sectoral contracts, which exceed the NGCLA.
These changes must be viewed in combination with the general reduction of salaries, through the individual and business contracts, formally and informally. Simultaneously, the abolition of the contribution to organizations like Manpower Employment Organization (OAED), Workers’ Housing Organization (OEK), Workers’ Tourism and Culture Organization (OEE) is designed with the target to exclude the young people from the unemployment benefit and other social allowances.
2. The duration time that the employers is extended from 6 to 12 months can increase the working time from 8 to 10 and 12 hours work per day. By this way the overtime payment is abolished, the work is intensified, the family and individual planning is unbalanced, causing irreparable damages to the organic and mental health of the working class, thus increasing the probabilities of labor accidents. It paves the way for the final abolition of the 8-hours work per day.
3. The people who have signed individual agreements of a settled period of time are kept hostages since these agreements are to be extended from 2 to 3 years. This means elimination of the compensation, benefits extra power to the big-employers to terrorize and blackmail the workers.
4. Through the individual agreements between employers and employees any obstacle the trade unions could put in the implementation of the flexible working time is abolished by law.
ΤΑΧΑΤΙΟΝ
1. Indirect taxes: It is planned for the products currently taxed at 13% to be taxed at 23%. This will lead to a sharp increase in the prices of fast moving consuming goods and of many services (foodstuff, electricity, water, transport, taxis, gas etc.). This means that the workers, the popular strata will pay very expensive for all these.
Some examples: A family of four members spends around 300 – 400 euros per month, maybe more to cover the basic needs in supermarkets, street markets etc. In this calculation products that are already taxed at 23% are excluded e.g. sanitary articles, detergents etc.
So, we are talking about an increase in the expenses of the family budget 400-600 euros per year and more, i.e. +40€ to +50€ per month, an amount that is considerable for a family.
Concerning the rest ; assuming that a popular family pays 400-1.000 euros per year for electricity and in some cases even more, if there are some special needs (if there are people who suffer long-time diseases, infants, old people etc. in the house), there will be additional charges of more than 60-120 euros per year. In these expenses the municipal taxes and the taxes for the National Television are not included. Concerning the mass transportation means, if we assume that two members of the family use them regularly, the cost is calculated at 15-20 euros per month, 250-300 euros per year. We must also calculate that the majority of the popular families are forced to also use taxis, thus the expenses for transport are further increased due to the increase in the VAT. Within all these we must also include that during a year some other expenses may occur like maintenance and repair of houses etc, that will be further increased due to the new increase in taxation, thus family budget is further loaded.
Some other examples:
v The annual taxation of cars is increased by 20%:
Assuming that a family has got only one car, there will be extra charges from 30-80 euros annually. In many families there are motorcycles, which will be also charged extra.
v Special Consumption Tax of the non-alcoholic drinks:
The imposition of a tax like that is estimated that will increase by ten cents per carton e.g. refreshment or juice. If we take into account that we have 5-6 warm months per year in our country, the annual expenses for a family only for drinks will be approximately increased 150 to 200 euros annually.
v The equation of consumption tax on heating oil and the diesel oil.
Until May 31, the average price of heating oil was 0.7904€/liter. Correspondingly, the average price of diesel oil was 1.4055/liter. Let’s see what the extra charges for the households will be during the winter season according to the new measures.
Assuming that a house needs 1,000 liters of heating oil:
Calculating Example:
The cost for the winter season (01-10-10/31-05-11) was: 794€
The cost for the new winter season (01-10-11/31-05-12) will be: 1,405€
This is a difference of 600€ and more. These amounts are extremely increased if there are people who suffer long-time diseases, infants, old people etc. in the house or if there are very cold waves during winter or spring.
It must be noted at this point that this increase equates the differences on the expenses of the popular families all over Greece, since even though there are reduced taxes for some services in specific areas (around the borders), they will be equated with the implementation of this measure. These areas typically use much more than 1,000 liters of heating oil per year due to weather conditions and they usually pay for it more expensively.
2. Direct taxes: The reduction of the tax-free threshold from 12,000€ to 8,000€ and maybe to 6,000€ means extreme increases in taxation at 400 – 600euros per year, while for the self-employed the increase in taxation may exceed 1,000euros, due to the possible complete elimination of the tax-free threshold. The taxation will be further increased by the drastic elimination of the tax-free that is planned by the government, while in the same direction of tax increases are the increases of the objective values in a series of taxes and fees.
THE HIGH PRICES
It must be also estimated the waves of increases that will occur because of the tax increases of the rates of tariffs in all the aspects of the social and economic life.
It is estimated that the increases of this nature will range from 300-600€ annually per every popular family.
Conclusion: The dramatic appreciation that there is with the most optimistic estimates are that will be removed from every popular family about 2,000€ per year from the implementation of these measures.
Social Security – Wages – Pensions – Social Benefits
The plunder continues: on social security, wages, pensions and social benefits.
· Apart from the above, the government is prepared to decrease the primary pensions.
· The supplementary pensions are also extremely cut from 10% to 50%
· The reduction of the amount given as lump sum for the public sector employees is planned to be at least 10%.
· Within 2011, 300 million are restricted from the expenditures for the unemployment benefits of Manpower Employment Organization (OAED). The expenditures are now 1.8 billion euros.
· The wages in private and public sector are further reduced due to the increase of the labor contributions for social security by 1% to 3% for the Manpower Employment Organization (OAED). Thus, the enterprises are subsidized for the social security contributions of the workers under the pretext to fight unemployment.
· Medical benefits will be cut and this will lead the workers who have got social security coverage to pay the public hospitals, the health-tests, hospitalization etc. The exclusion of hundreds of drugs from the list of the prescribed also shrinks the working popular income, since they are forced to pay the whole price of the medicines. New increases in the contributions to the funds of farmers, self-employed workers and scientists (OGA, OAEE and ETAA) will further aggravate the lives of small and medium –scale farmers, the small-scale tradesmen, the scientists either if they are employees or if they are self-employed.
· Additional burdens are loaded to workers because of the cuts of benefits in Workers’ Housing Organization (OEK), Workers’ Tourism and Culture Organization (OEE). Thousands of popular families and pensioners who covered some of their needs by the benefits of these organizations like (vacations, books, theatres, housing loans, rent subsidies etc) will be hit. When these cuts are broadly applied, some of the popular needs will be compressed, some will be directly and fully paid, and some will remain completely uncovered.
· We emphasize the fact that at every popular house one or all the members of the family, if they are employed, have received wage-cuts during the last year, either in the public or in the private sector (in the private sector the formal average cut is 7%). The real situation is even worse since the multiple wage reductions are not declared in the Labor Inspectors’ Body (SEPE).
By the end of 2011 it is estimated that informal and formal wage reductions will be dramatically increased.
· We have to add to all these that a large percentage of full-time jobs have become part-time, or rotation jobs etc. according to the data of the Labor Inspectors’ Body (SEPE).
Abstract:
We can say without exaggeration that besides the measures of immediate collection, the extra expenses for every working – popular family will exceed 1,000 euros and in some cases much more if there are some extra needs e.g. health issues, construction contingencies, natural disasters, raising of children, education etc.
Hence, the total blow to the popular-working income can exceed the 3,000 euros per year for the majority of the popular families.
The analysis of these measures can help us to explain more evidently that the exploitative nature of the capitalistic system is not restricted to the exploitation at work place, but it is extended throughout the sphere of activities of the working-popular families, that contribute to the reproduction of the labor force.

Η υγεία και η ζωή μας βρίσκονται σε κίνδυνο προκειμένου να σωθούν τα κέρδη των μονοπωλίων. Με την άγρια εκμετάλλευση στους τόπους δουλειάς, τη φτώχεια, την ανεργία, τη δουλειά ως τα 70, τα λουκέτα, την ιδιωτικοποίηση του νερού κ.α., Κυβέρνηση, Ε.Ε., ΔΝΤ και τα κόμματα που στηρίζουν την αντιλαϊκή πολιτική, δεν υπολογίζουν ούτε την υγεία μας.
Είναι αδίστακτοι και επικίνδυνοι γιατί μετατρέπουν τη λαϊκή ανάγκη και δικαίωμα στην ιατροφαρμακευτική περίθαλψη και στην πρόνοια, σε ένα ακριβοπληρωμένο εμπόρευμα, απρόσιτο για όλο και περισσότερους.
Η κατάργηση 3.000 κρεβατιών και 330 κλινικών στα δημόσια νοσοκομεία, η παραχώρηση 500 κρεβατιών στις ιδιωτικές ασφαλιστικές εταιρείες, η συγχώνευση προνοιακών ιδρυμάτων, η μείωση του υγειονομικού προσωπικού, έρχονται να προστεθούν στα προηγούμενα μέτρα που αύξησαν τις πληρωμές για φάρμακα και εξετάσεις. Όλα αυτά συνιστούν ραγδαία επιδείνωση των λαϊκών αναγκών στην υγεία. Δεν αφήνουν κανένα περιθώριο για αναμονή και αυταπάτες.
Μη νομιμοποιείτε, απορρίψτε αυτήν την πολιτική που βάζει υποθήκη την υγεία μας, προκειμένου να σωθεί και να ενισχυθεί η κερδοφορία του κεφαλαίου, με ακόμα πιο ισχυρή την πλουτοκρατία και με ισοπεδωμένα τα δικαιώματά μας.
Οι ταξικές δυνάμεις στο εργατικό κίνημα με το Πανεργατικό Αγωνιστικό Μέτωπο (ΠΑΜΕ), οι ριζοσπαστικές συσπειρώσεις στους επαγγελματοβιοτέχνες με την Πανελλαδική Αντιμονοπωλιακή Συσπείρωση Επαγγελματιών, Βιοτεχνών, Εμπόρων (ΠΑΣΕΒΕ), στους αγρότες με την Παναγροτική Αγωνιστική Συσπείρωση (ΠΑΣΥ), στους σπουδαστές με το Μέτωπο Αγώνα Σπουδαστών (ΜΑΣ) και οι γυναίκες των λαϊκών στρωμάτων με την Ομοσπονδία Γυναικών Ελλάδας (ΟΓΕ), σας καλούμε στους τόπους δουλειάς, στις συνοικίες, στα νοσοκομεία και στα κέντρα υγείας, στις σχολές και στα χωριά να οργανώσουμε την αντίσταση στη βάρβαρη πολιτική της εμπορευματοποίησης και ιδιωτικοποίησης της υγείας και την αντεπίθεση για την ανατροπή της.
Καμία θυσία για την πλουτοκρατία. Την κρίση να πληρώσει η ολιγαρχία.

Οι εργαζόμενοι να γυρίσουν την πλάτη στις ηγεσίες ΓΣΕΕ και ΑΔΕΔΥ
Ο πρόεδρος της ΓΣΕΕ κ. Παναγόπουλος στην εκπομπή της ΝΕΤ “πρωινή ενημέρωση”, μεταξύ άλλων ανέφερε πως τα συνθήματα περί λαϊκής οικονομίας συμβάλουν στο κλείσιμο επιχειρήσεων. Στοιχίζεται για μια ακόμα φορά με τους κεφαλαιοκράτες και τα φερέφωνα τους, που κατηγορούν τους εργαζόμενους που διεκδικούν, που απεργούν και αγωνίζονται, για το κλείσιμο των επιχειρήσεων και για τις απολύσεις
Οι πάνω από 40.000 επιχειρήσεις που έκλεισαν σύμφωνα με τα επίσημα στοιχεία, τα καθημερινά λουκέτα που βάζουν δεκάδες εμπορομάγαζα, οι χιλιάδες απολύσεις, το θέριεμα της μαύρης ανασφάλιστης εργασίας, οι συγχωνεύσεις και το κλείσιμο νοσοκομείων, για τον κυβερνητικό και εργοδοτικό συνδικαλισμό οφείλονται είτε σε στρεβλώσεις της αγοράς είτε στη δράση του ΠΑΜΕ και των ταξικών δυνάμεων και όχι στις νομοτέλειες της καπιταλιστικής οικονομίας.
Σε κάθε περίπτωση βγαίνει λάδι το σύστημα που υπηρετεί με πάθος ο κυβερνητικός και εργοδοτικός συνδικαλισμός όπως αντίστοιχα αθώα βγαίνει και η κυβέρνηση αφού κατά τη ΓΣΕΕ υποκύπτει σε ξένα οικονομικά κέντρα και αναγκαστικά ακολουθεί τις εξελίξεις. Οι εργαζόμενοι να γυρίσουν την πλάτη στις ηγεσίες ΓΣΕΕ και ΑΔΕΔΥ. Να ενισχύσουν, να δυναμώσουν το ταξικό εργατικό κίνημα το ΠΑΜΕ, την οργάνωση στους τόπους δουλειάς.
Η λαϊκή οικονομία είναι η λύση, η απάντηση στην καπιταλιστική βαρβαρότητα. Η λαϊκή εξουσία αποτελεί αναγκαιότητα για την ευημερία του λαού όχι μόνο στη χώρα μας αλλά σε κάθε καπιταλιστική χώρα.

Έναρξη εργατικού Δελτίου Ειδήσεων
Η Εκτελεστική Γραμματεία του ΠΑΜΕ ενημερώνει τους εργαζόμενους, τη νεολαία, τους μετανάστες, τα συνδικάτα για την έναρξη του εργατικού δελτίου ειδήσεων.
Έχει ήδη ξεκινήσει μια προσπάθεια εμπλουτισμού και πολλαπλασιασμού δραστηριοτήτων στον τομέα της ενημέρωσης ως πλευρά διεύρυνσης της επαφής του ΠΑΜΕ με τα λαϊκά στρώματα αλλά και ως απάντηση στο συνεχιζόμενο αποκλεισμό της φωνής του ΠΑΜΕ, της διαστρέβλωσης των θέσεων και της κατασυκοφάντησης της δράσης του από το σύνολο σχεδόν των ΜΜΕ.
Γνωρίζουμε καλά, πως όσες πρωτοβουλίες και αν παρθούν καμιά δε μπορεί να υποκαταστήσει την άμεση επαφή με τους εργαζόμενους, την καθημερινή συζήτηση στους τόπους δουλειάς και στις γειτονιές.
Καλούμε τα σωματεία, τους εργαζόμενους να ενισχύσουν αυτήν την προσπάθεια. Να παρουσιάζουν πλευρές της δραστηριότητας τους, να ενημερώνουν για τις εξελίξεις στους κλάδους, να αναδεικνύουν προβλήματα. Το εργατικό δελτίο ειδήσεων θεωρούμε πως μπορεί να βοηθήσει σε αυτήν την κατεύθυνση.
Η προσπάθεια ξεκινάει δοκιμαστικά τους μήνες του καλοκαιριού και το 1ο εργατικό δελτίο θα μεταδοθεί την Κυριακή 10/7 στις 20.00.
